(1) Free earners may form a group consisting of at least twenty-five families of free earners for jointly conducting any business for earning income.

(2) Sub-rule (1) ) free workers who want to form a group shall submit an application to the welfare officer in the format as per schedule-1 with an application fee of fifty rupees for registering such a group. If it is found appropriate to register a group after examining the accompanying documents, the welfare officer shall register the group of free earners and give a certificate to the applicant in the format as per Schedule-2. And other necessary documents will be prepared and provided through the welfare officer.
